Aim

The main aim of the SWELL (Scottish Workforce Empowerment for Lifelong Learners) DP was to eliminate barriers to career progression and change of employment for disadvantaged groups. The scope covers all identifiable targets of discriminatory practice. SWELL was led by the Scottish Further Education Unit (SFEU).

Background

The SWELL DP was one of the seven thematic priorities under the Equal Programme in Scotland and aimed to promote lifelong learning and inclusive work practices which encourage the recruitment and retention of those suffering discrimination and inequality in connection with the labour market.

Target Beneficiary Groups

The emphasis of breaking down barriers implies an enduring benefit to the wider Scottish workforce and economy as opposed to meeting the short-term needs of specific target individuals or groups.

Objectives

The key objectives of SWELL were:
  • To develop an effective community of practice.

  • To engage in capacity building on a national and transnational basis.

  • To identify and support target groups.

  • To ensure effective and sustainable provision of work training and lifelong learning.

  • To undertake research which will underpin the development of interventions.

  • To develop an equal network which will support the SWELL project.

  • To develop a dissemination strategy aimed at ensuring all engaged in the project are well informed of national and transnational.

Achievements

Action 1 - Development Phase

The main outcomes of Action 1 were:
  • A robust and effective cross-sectoral partnership.

  • A focused and balanced Scottish Work Plan based on the effectiveness of innovative methods of promoting adaptability in differing labour market contexts.

  • A Transnational Partnership Work Plan which maximises potential benefits from collaborative transnational working.
Action 2 - Implementation Phase

The main outcomes for Action 2 are:
  • An interactive website to provide advice, guidance and support to individuals, target groups, union officials and employers.

  • Research tools to provide firm data on all the target groups to inform policy makers of issue and scope of the task in redressing the balance.

  • User-friendly training packages to empower target groups to be better prepared for and supported in entry to the job market.

  • Training packages which are user-friendly to both employers and targeted disadvantaged groups.

  • Training delivered to individuals and groups using these packages.

  • Awareness raised of the plight of disadvantaged groups and their key skills highlighted to employers.

  • Dissemination of findings and good practice shared.
