Aim

The aim of the Workforce Futures Partnership was to develop lifelong learning and inclusive work practices to encourage recruitment and retention of those people at risk from discrimination in the labour market. The priority was to engage small and medium sized enterprises (SMEs) in the pilot projects.

Objectives

The objectives were:

  • To develop an employer-focused model, aimed at SMEs, addressing the “business case” for improved recruitment, retention and workforce development.

  • To focus on the interface between demand and supply to ensure sustainable employment.

  • To focus intervention on bottlenecks in employment to facilitate entry and re-entry into the labour market.

  • To create new partnership approaches for co-ordinated intervention as a means to enable SMEs to integrate equal opportunities and empowerment in human resource strategies.

  • To work with transnational partners to develop new joint models of best practice for socially inclusive human resource strategies relevant to the needs of SMEs.
Background

The DP was initiated by the South London Learning Skills Council (LSC) and was formed in 2001 as a strategic partnership including 11 key delivery partners. There were 5 key pilot projects with a focus on recruitment, retention and training.

Achievements

The partnership encouraged companies to develop distinct and competitive competencies to raise human capital attainment and productivity levels. The SMEs were supported in meeting their employment and labour market needs by bespoke matching services and financial incentives.

On a sub-regional level, The Workforce Futures Partnership brought together major stakeholders - academics, policy-makers, corporate actors, the community and voluntary sector, and public bodies, for example - to explore ways of developing training to support people with multiple barriers to employment or job retention.
